The very same nations we destroy and cause innocent independent residents to flee their homes thereby reducing them to refugees, is the very same nations we then offer assistance in the forms of granting asylum, is the very same nations we then offer assistance to by offering loans and aid to reconstruct what the oppressors destroyed.
This is a perfect example of creating the problem, to cause a reaction to then offer the solution, which ultimately benefits those that created the problem.
